Why was Marion Street selected?
- June 4: Plans named North Marion from Fifth Street to the park intersection and Fifth Street from Highway K to Main. Ten manholes were to be raised; W.L. Miller was being consulted. June report
- August 6: Resurfacing on Fifth Street and North Marion was reported complete. August report
- September 3: A combined $88,990 W.L. Miller paving and manhole bill was reported approved, allocated among street, sewer and general accounts. This is not a Marion-only cost. September report
None of these three reports explains why North Marion was prioritized. Manhole work accompanying the paving does not establish the selection reason. The South Marion alley vacation is a separate action.
The missing evidence is the first paving proposal and authorization vote, any street-condition or priority assessment, the adopted street budget, bid and contract, itemized invoice, account allocations and completion record. Earlier council minutes may explain the decision; that remains to be checked.
Meeting notices generally must be posted at least 24 hours in advance, excluding weekends and holidays when the facility is closed. Minutes must record the date, time, place, members present and absent, and votes taken.
