Who wrote Missouri’s data-center rules? Shared wording, documented preparers and open origins

Kirksville’s September 16, 2026 staff report names Diane Albrecht, City Planner, as preparer and credits staff research, Planning and Zoning recommendations, Council discussion, City Attorney and Missouri Municipal League input. Distinctive portions of its draft appear in records from Branson, Brentwood, Cass County, Festus, Joplin, Perryville and Warrensburg. Branson’s October 8, 2024 terminology amendment reproduces the engineer-report wording; Plano’s 2025 compilation attributes an earlier shorter definition to Ordinance 2010-10-15. These records establish shared wording, not one original author or a complete transmission chain. The site’s earlier summary has no named author record. Kirksville data-center zoning: Chapter 44 draft under review

The City Council resolved on July 27 to develop data-center zoning standards. City staff then published proposed Chapter 44 revisions for the September 16 Planning and Zoning hearing, including a proposed special-use permit process. The proposal applies to Kirksville city limits only. The city said on July 28 that no data-center proposal had reached City Hall; the September 16 staff report likewise reported no developer approach. The draft is not an enacted ordinance or a project approval. The September 16 recommendation or vote has not been verified from city minutes, and the September 28 Council agenda does not list a data-center zoning action.

Adair County passes resolution to review data-center and large-facility standards

On September 1, the Adair County Commission passed Resolution 2026-1 declaring an intent to review possible standards for large-scale technology and renewable facilities, including data centers and cryptocurrency facilities. The county says it has no zoning regulations for development of large-scale facilities to meet technology needs. The review topics include districts, setbacks and scale, screening, noise, water conservation, electrical coordination, backup generators and fuel, traffic and construction, and safety. No numeric limits, ordinance, permit, application or project approval were adopted in this resolution.

The Missouri Highways and Transportation Commission awarded W. L. Miller Company an $807,191 resurfacing contract for Route H from LaHarpe Street to Missouri Route 11 in Kirksville, Route P from Business Route 63 to U.S. Route 63, and Route P from 0.3 mile east of U.S. Route 63 to Bass Way near Kirksville. The Missouri Public Service Commission says Ameren Missouri and Evergy have approved large-load tariffs covering customers such as data centers. Missouri data-center energy and natural-resource review has two major 2026 milestones

Missouri DNR says it does not regulate data centers as a facility type; local governments are typically aware of proposed projects before DNR because DNR generally becomes involved when a project applies for an environmental permit. DNR is coordinating with the Public Service Commission on energy regulations and utility practices, and says data-center growth is expected to be the main driver of future Missouri energy-demand growth. A new State Energy Plan is due Sept. 1, 2026, and DNR says its broader data-center findings and recommendations are due to the Governor by Nov. 30, 2026. DNR also states that Missouri does not generally regulate the amount of in-state water use, although major water users capable of withdrawing at least 100,000 gallons per day must register and report annual use.

Northeast Missouri aquifer mapping includes Schuyler and is expanding across the region

Missouri DNR’s Northeast Missouri Aquifer Characterization Project covers nine counties: Clark, Scotland, Schuyler, Lewis, Knox, Adair, Marion, Shelby and Macon. DNR says electromagnetic surveys began in 2025 in Clark, Scotland and Schuyler counties and expanded into Adair, Knox and Lewis in summer 2026. The project combines test holes, passive seismic work and airborne electromagnetic surveys to identify suspected buried-channel aquifers and possible potable groundwater sources. DNR says the survey data will be used to build a 3D hydrogeological framework and final report.
