Official record vs. reported information: how Scotland County Reporter labels sources

Scotland County Reporter separates information into clear evidence lanes. OFFICIAL / PRIMARY means the information comes from the controlling government source, such as the county website, County Clerk election archive, Missouri State Auditor, Missouri statutes or another government record. SECONDARY / REPORTED means a credible outside source summarizes information but is not the controlling public record. UNVERIFIED / LEAD means a claim is worth checking but should not be treated as established fact. These labels describe the evidence supporting a statement. They are not approval or criticism of the people involved. Reporter rule: state what the record proves, link the source, identify what remains unknown and do not fill gaps with assumptions.

Records we still need: Scotland County accountability queue

Scotland County publishes an official county website, an elected-official directory, a Commission meeting schedule and an election-results archive. The Reporter has not yet located a complete online set of Commission agendas, approved minutes, roll-call votes, annual budgets, contracts, bid files or Sunshine-request procedures. Priority records are: 2025–2026 Commission agendas and approved minutes; individual motions and votes; adopted budgets and amendments; purchasing and bid records; contracts and grants; road and bridge project decisions; property and easement actions; and a clearly identified records custodian with request instructions. The official county page says the Commission meets Wednesdays and Thursdays from 8:30 a.m. to noon. A meeting schedule is not evidence of what occurred at any meeting. Proceedings will be added only when an agenda, approved minutes, recording or other retrievable source is available. This list is a research checklist, not an allegation that a record was unlawfully withheld.

Who wrote Missouri’s data-center rules? Shared wording, documented preparers and open origins

Kirksville’s September 16, 2026 staff report names Diane Albrecht, City Planner, as preparer and credits staff research, Planning and Zoning recommendations, Council discussion, City Attorney and Missouri Municipal League input. Distinctive portions of its draft appear in records from Branson, Brentwood, Cass County, Festus, Joplin, Perryville and Warrensburg. Branson’s October 8, 2024 terminology amendment reproduces the engineer-report wording; Plano’s 2025 compilation attributes an earlier shorter definition to Ordinance 2010-10-15. These records establish shared wording, not one original author or a complete transmission chain. The site’s earlier summary has no named author record. Missouri is revising baseline industrial-stormwater permit conditions — comments due Aug. 30

Missouri DNR has published draft Standard Conditions Part 4 for NPDES permits addressing industrial stormwater requirements. DNR says standard conditions are minimum conditions applicable to NPDES permits unless superseded by permit-specific requirements or not relevant to the facility. The proposal incorporates Missouri and federal industrial-stormwater requirements and remains tentative during the public-comment period through Aug. 30, 2026. This is statewide permit-policy context, not evidence that a specific Greentop business or proposed project is violating stormwater rules.
